According to The 12''th Five—year Plan(2011—2015) for National Economic and Social Development of People''s Republic of China, local governments shall provide basic public services in nine areas, namely public education, social services, social security, medical care, family planning, housing security, public culture, infrastructure, and environmental protection.However, the general revenues of many Clunese cities are far from adequate for them to provide the required basic public services.In some western provinces, local general revenues are not even enough to cover the payroll ofpublic servants.Thus their provision ofbasic public services has to rely mainly on transfer payments from the central government.Under such circumstance, they are less likely to secure adequate funds to promote green travel.Secondly, in cities with sufficient finance revenues, where traffic congestion and the contradiction between supply and need of urban transport services are not severe, local governments have prioritized public education, social security, medical care, housing security and other areas they deem in more urgent need offunds.Therefore, few funds are being invested in public transport, and especially in non—motorized transportation:Surveyors have visited a few cities with high GDP per capita in Cluna, including Shantou,Zhuhai, Tangshan, Dongguan etc., and found that they invest too little in the construction and operation of public transport infrastructure, given their high frnance revenues.
