中国从“接入”互联网的*天起，就成为推进互联网全球普及与应用、积极参与网络空间国际治理的重要力量，其中不仅有理念的输出，更有实践的推进，二者相辅相承，共同构成中国参与网络空间国际治理的路线图。尤其是随着互联网技术与应用“双刃剑”作用的日益显现，当前网络空间治理在追求“发展”与“安全”的平衡过程中，不得不将治理重心更多地向网络安全治理倾斜。在此过程中，中国全方位、多渠道地参与了相关治理进程，与国际社会各方一道共同探索有效治理的路径与方案，共同致力于“和平、安全、开放、合作、有序”的网络空间建设。In China and Cybersecurity, the authors summarize China’s efforts to work with other countries in promoting the reform of the international cyberspace governance system with a view to establishing a safe, open, and cooperative cyberspace, and building a multilateral, democratic, and transparent framework for global Internet management.
