This book systematacially analyses the development and evolution course of
Chinese social security system since the establishment of prc. It experiences
the process from scratch, and then from access to few people to coverage of
everyone. It reveals the choice of social policies under different economic
conditions, the construction of social security system, the logic, venation and
steps of realizing social ideals. It introduces the persistent efforts of the
Chinese system builders. It also analyses the formation cause of the social
security with Chinese characteristics that help readers to grasp the development
law of social policies and the main problems in the Chinese social security area
at the present stage.
Professor Zhou Hong is a Member of the Academic Divisions of Chinese
Academy of Social Sciences CASS and serves as Deputy Chair of the Academic
Division for International Studies of CASS. She is the Chairwoman of the China
Association for European Studies, deputy chair to the China Association for
Social Security Studies, and to the China Association for International
Relations. In 1997, she has been elected as a delegate to the 15th CCP Party
Congress. In 2012, she became an elected Member of the 12th People''s Congress.
Her major publications include: On Foreign Aid 2015, Assessing 10 Years of
China-EU Strategic Partnership ed., 2013, China''s Foreign Aid: 60 Years in
Retrospect ed., 2012, Social Security Systems Worldwide ed., 2010-2011,

European Civilizationco-authored, 2004. She has been editing the Annual
European Development Report during 1996-2013.
Zhang Jun,ph.d, is a senior research fellow in Institute of European
Studies, CASS. She is specialized in EU internal governance, development aid and
welfare state. She has participated the project Social Security Systems
Worldwide, financed by ministry of human resources and social Security of prc .
Her publications on welfare state include Predicaments of welfare states,
de-democratization and the European Common Market: how do Europeans approach a
political transformation, Changes in Welfare Ethics: universality and specialty
displayed in Responsibility.
